Simple Assault/Reckless Endangerment

On Saturday, April 6, 2024, Woodward Township Police were called to 127 Woodward Avenue for a domestic dispute in progress. Upon arrival, officers discovered that Louguens Hilaire had assaulted a 30-year-old female by striking her in the head with his hands and pushing her into a wall which caused lacerations to her head and face area, as well as causing her to lose consciousness. Louguens then fled the area before police arrived. Woodward Township Police applied for an arrest warrant for Louguens, charging him with Simple Assault and Recklessly Endangering Another Person.

On Monday, April 8, 2024, through his attorney, Louguens contacted township police and turned himself in on the charges. Louguens was arraigned before District Judge Kibler, who set bail at $15,000.00 unsecured. All persons accused of committing a crime, and any discussion thereof, are presumed to be innocent until and unless proven guilty in a court of law.

Death Determined Accidental

CHAPMAN TOWNSHIP – As of Monday, April 8, 2024, PA State Police at Lamar are still investigating the death of a male fisherman identified as James Michael Ray, 31, Benton, PA. Ray was found unresponsive in Young Woman’s Creek in Chapman Township on Saturday, April 6, 2024, at 2:02 p.m.

According to the April 8 police report issued by PSP Lamar, while Ray was fishing, he entered Young Womans Creek for reasons unknown to police. He was found a short distance from his fishing gear, submerged under water and partially underneath a downed tree. Attempts to revive Ray on the scene were unsuccessful, and he was pronounced dead at 3:54 p.m. by the Clinton County Coroner’s Office.

Criminal Mischief

DUNNSTABLE TOWNSHIP – On April 7, 2024, at 9:55 a.m., PSP Lamar Troopers were dispatched to 273 Little Plum Run Road for a report of criminal mischief. Two vehicles had been scratched (keyed) at the victims’ residence, and it is believed to have occurred on April 6, 2024, at approximately 11:00 p.m. The vehicles that were keyed are identified in the police report as a 2024 Ford F350 and a 2023 General Motors vehicle. Motor Vehicle Accident

GREENE TOWNSHIP – On April 7, 2024, the driver of a 2008 Lincoln MKZ was traveling at a high rate of speed and failed to negotiate a curve on Rockey Road near Gann Road. The driver left the eastbound lane and crossed into the westbound lane unsafely before continuing off the road and striking an embankment. According to the police report, the vehicle carried momentum and then rode the embankment for approximately 50 yards before rolling off the embankment completely and back onto its wheels. The vehicle came to a final rest in the westbound lane. The westbound lane was closed for approximately 90 minutes and traffic was not detoured.

Motor Vehicle Accident

PORTER TOWNSHIP – A crash occurred on April 6, 2024, when a 19-year-old male from Mill Hall identified as Robinson Villarreal Marin (M) turned onto Peach Orchard Road from Jacksonville Road. The 1997 Toyota Celica driven by Marin accelerated at a high rate of speed and lost control before traveling off the right side of the roadway and striking a garage located at 36 Peach Orchard Road. Marin was transported from the scene to UPMC Lock Haven.

Motor Vehicle Accident

BALD EAGLE TOWNSHIP – On April 6, 2024, at 2:16 a.m., a crash occurred as Nadir Johnson, (M), 21, of Lock Haven was traveling north on SR 220 near mile marker 110. Johnson was arguing with a passenger, Zoee Demetro, 19, of Lock Haven when she grabbed his arm. Johnson lost control of the vehicle, causing it to turn left into the guide rail. Johnson sustained suspected head injuries and was transported to UPMC Williamsport, and Demetro sustained suspected minor injuries according to the police report.

Dog Law Violation/Non-Cruelty

GREENE TOWNSHIP – PSP Lamar investigated a dog law violation incident on April 6, 2024, that occurred at 24 Heggenstaller Lane. No further information was provided in the police report for this incident.
Harassment w/Physical Contact

MILL HALL – On April 6, 2024, at 6:19 p.m., PSP Lamar Troopers responded to Frederick Street for an alleged incident of harassment. The investigation into this matter is ongoing.

Theft

GALLAGHER TOWNSHIP – PSP Lamar investigated the theft of a Samsung Galaxy Smartphone valued at $199.00 at 11837 Coudersport Pike on April 5, 2024, however through investigation and interviews, the incident was deemed a civil matter.

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP – On April 5, 2024, at 3:37 p.m., PSP Lamar Troopers responded to Walmart in Mill Hall for a report of retail theft. The actor, Amanda Martz, 33, Jersey Shore, was taken into custody for third-offense felony retail theft. The items stolen included toothpicks/floss ($2.97), a hairbrush ($10.98), LEGO’s ($4.97), and a retractable kid’s gate ($39.98). Charges have been filed through District Court 25-3-02.

DUI/Motor Vehicle Accident

CASTANEA – On April 2, 2024, a crash occurred on Paul Mack Boulevard where it intersects with the on-ramp of SR 220. Rose Goldsmith, 70, Lock Haven, was attempting to turn left onto the SR 220 southbound on-ramp when she failed to yield to oncoming traffic. Olivia Bechtol, 20, Mill Hall, did not have enough time to react and crashed into the 2017 Chevrolet Malibu driven by Goldsmith. After the initial impact, Goldsmith struck the guide rail. Both vehicles sustained functional damage, and the vehicle driven by Bechtol was towed from the scene by Martin Motors at the driver’s request. According to the police report, Goldsmith was taken into custody for DUI, and charges were filed through District Court 25-3-01.

DUI

CASTANEA – PSP Lamar initiated a traffic stop on Paul Mack Boulevard on April 1, 2024, at 11:29 p.m., for a traffic violation. Upon investigation, police determined that the driver, Alec Miller, 22, Lock Haven, was under the influence of alcoholic beverages. Charges are pending toxicology.

Three Vehicle Accident

GRUGAN TOWNSHIP – On April 1, 2024, at 8:15 p.m., a crash occurred when Tami Irvin, 64, Lock Haven, was traveling south on the Renovo Road and for an unknown reason, left the road via the west-side berm. Irvin’s 2007 Ford Ranger struck an embankment/rock wall and spun approximately 170 degrees before coming to a final rest approximately 50 feet south, facing north from the initial impact point. The Ford Ranger then caught fire near the front tires and engine compartment. Irvin and her passenger escaped from the truck as it continued to burn.

Another driver, Heather Fiedler, 41, Lock Haven, was also traveling south on the Renovo Road behind Irvin and applied the brakes to stop in the roadway when Irvin lost control of her vehicle. A third vehicle driven by Scott Stiver, 47, Lock Haven, was traveling behind Fiedler and struck her vehicle at the 6 o’clock position when she applied the brakes. The 2009 Ford Escape driven by Fiedler was not damaged due to a tow hitch that was attached to the rear bumper, and Stiver’s 2019 Ford Fiesta sustained functional damage as a result of the crash.

According to the police report, a passenger traveling with Fiedler gave insurance information to Stiver and instructed him to drive away from the scene, approximately 30 yards, as Irvin’s Ford Ranger had become fully engulfed. Irvin and her passenger got into Fiedler’s vehicle and left while Stiver and his passenger remained on the scene. The Ford Ranger driven by Irvin continued to burn and was extinguished by the Chapman Township Fire Department. Irvin, her passenger, and Fiedler were later located away from the scene. No injuries were reported by the operators or passengers of all vehicles involved in the accident.

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP – On March 29, 2024, at 3:49 p.m., PSP Lamar Troopers were dispatched to Walmart in Mill Hall for a report of retail theft. Through investigation, it was determined that Angela Monks, 47, Mill Hall, attempted to under-ring items. The transaction was stopped and Monks was asked to restart the transaction, giving her a second chance to pay for the items, police said. Monks again under-rang the items, which included a 6-pack of socks ($8.00), a chocolate bunny ($8.94), Red Bull ($2.08), Gushers Fruit Snacks ($2.97), a Shady Brook Turkey ($19.54), and Huggies Natural Care baby wipes ($2.27), and attempted to walk out of the store. Charges for retail theft were filed with District Court 25-3-02.

Theft of Motor Vehicle

CHAPMAN TOWNSHIP – On March 28, 2024, at approximately 5:10 p.m., PSP Lamar initiated an investigation into the theft of a white 2010 Chevrolet Silverado 2500 plow truck, which is a company truck owned by Smith Excavating and Construction. Police investigation revealed that the truck was stolen from the business’s parking lot by an unknown actor(s) on March 25, 2024, at approximately 3:35 a.m., and an employee found it abandoned on March 28, 2024, when it was determined to have been stolen. The truck was found in a damaged state, with a broken windshield and dashboard airbag deployed. Evidence suggested that a fire had occurred inside the cab, as there was heavy soot on all the windows and interior. The passenger side grab handle and glove compartment were also melted. The police report states that employees of Smith Excavating found a gray bicycle in the grass directly behind where the stolen truck had been parked. This investigation is ongoing and PSP Lamar asks that any person with information about this incident contact them at 570-726-6000 and reference incident #PA24-399343.
PFA Violation

PINE CREEK TOWNSHIP – On March 27, 2024, at 9:41 a.m. PSP Lamar Troopers were dispatched to Rainbow Drive for a report of a PFA violation. This incident is currently under investigation.

Dog Leash Law Violation

ALLISON TOWNSHIP – On March 26, 2024, a PSP Lamar Trooper was dispatched to Sugar Run Road for a dog leash law violation. This incident is currently under investigation.

DUI/Crash

BALD EAGLE TOWNSHIP – PSP Lamar responded to a disabled motorist located at mile marker 110.4 on US 220 South on March 15, 2024. Upon their arrival, it was determined that the driver, Dakota Kautz, 30, Mill Hall, was under the influence of alcohol. Charges will be filed through District Court 25-3-02.

Theft

PORTER TOWNSHIP – PSP Lamar reported an alleged theft that occurred on North Stryker Lane in Porter Township sometime between midnight on March 01, 2024, and 9:00 a.m. on March 14, 2024. No further information was provided in the police report.

Hit and Run

BALD EAGLE TOWNSHIP – On March 01, 2024, between noon and 3:30 p.m., a crash occurred at 294 Munro Road. An unknown vehicle struck and knocked over a mailbox off the east side of the roadway before leaving the scene of the crash.

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP – PSP Lamar responded to Sheetz in Mill Hall on March 1, 2024, at 9:26 pm. for a report of retail theft. A 21-year-old male from Telford, PA stole Beatbox alcoholic beverages valued at $7.38, Mike’s Hard alcoholic beverages valued at $2.59, and Arnold Palmer alcoholic beverages valued at $2.89. The actor was located and charged appropriately for retail theft.

PFA Violation

PINE CREEK TOWNSHIP – PSP Lamar was dispatched to a report of a PFA violation at a location on Drake Lane on February 29, 2024. The investigation has since been closed as prosecution was declined by the Clinton County District Attorney’s Office according to the police report.

Hit and Run

PORTER TOWNSHIP – At 7:53 p.m. on February 29, 2024, a hit and run occurred in the commercial vehicle parking lot at McDonald’s, 5820 Nittany Valley Drive. A commercial Freightliner was legally parked in a parking stall when another vehicle pulled into the parking spot on the Freightliner’s passenger side. When the vehicle went to make a wide turn to leave the parking lot, it struck the passenger side mirror of the parked Freightliner with its trailing unit. The driver of the parked Freightliner attempted to flag down the driver but was unsuccessful. The vehicle then proceeded onto Interstate 80 West, leaving the scene. The Freightliner sustained minor damage to its passenger side mirror. No injuries were reported in this incident.

Commercial Burglary

PINE CREEK TOWNSHIP – PSP Lamar responded to 263 Henry Street in Pine Creek for a burglary at the Avis Little League field on February 25, 2024. Upon arrival, officers observed that there was forced entry to the concession stand and damages to the railings leading to its upper portion. The property that was damaged includes a white lattice, exterior door locks, a scoreboard controller, and a French fry warmer. This investigation is ongoing.

Theft/Fraud/Forgery

GREENE TOWNSHIP – On February 21, 2024, PSP Lamar was dispatched to Nicholas Farms in Loganton for a report of a washed check, which the police report states was “successfully negotiated by an unknown suspect”. This investigation is ongoing.

DUI

BALD EAGLE TOWNSHIP – On February 18, 2024, PSP Lamar was dispatched to a location on Hogan Boulevard in Mill Hall for a report of an unresponsive male in the driver’s seat of a vehicle. Through investigation, police determined that the arrestee, a 68-year-old Landsford, PA individual, was under the influence of alcohol. Charges are pending toxicology reports.

Retail Theft

BALD EAGLE TOWNSHIP – On January 30, 2024, two individuals entered Sheetz located at 288 Hogan Blvd. in Mill Hall, and took numerous items without paying. Investigation into the matter is ongoing.

Corruption of Minors

FLEMINGTON – PSP Lamar investigated a report of unlawful contact between an adult male and a female who appeared to be a juvenile on West 4th Street in Flemington. Through investigation, it was determined that the female was an adult.
