Counterfeit Documents and Plates/Fraudulent Use of Registration Documents

LOCK HAVEN – On January 30, 2024, Louguens Hilaire (M), 32, a current Lock Haven resident but formerly from Haiti, was arrested on a warrant for 11 charges stemming from an investigation that took place on January 15, 2024 when he was found to have numerous counterfeit documents in his possession and on his vehicle while at the Nittany Minitmart on Woodward Avenue in Lock Haven. According to the police report issued by Woodward Township P.D., the counterfeit documents included a registration plate, registration credential card, and two inspection stickers. Woodward Township Police also said that Hilaire was driving a vehicle that was uninsured, unregistered, uninspected, and that he did not have a driver’s license.
After a thorough investigation, Hilaire was charged with Altered, Forged, or Counterfeit documents and plates (M1, 4 Counts); Fraudulent use or removal of registration plate, Required financial responsibility, Investigation by police officers, Driver’s required to be licensed, Registration and Certificate of Title required, Operation of vehicle without inspection, and Violations of use of inspection certificate. Charges were filed through Magisterial District Court 25-3-01, and on January 30 Hilaire was taken into custody and arraigned. Hilaire’s bail was set at $2,500.00 and he was subsequently released.

DUI/On View Drugs

BALD EAGLE TOWNSHIP – On January 28, 2024, at 3:00 a.m., PSP Lamar responded to 163 Orner Road in Bald Eagle Township for a report of a male found inside a vehicle. Upon investigation, it was determined that the suspect, a 28-year-old male from North Bend, was under the influence of controlled substances. The suspect had left the area on foot but was later located. Criminal charges will be filed through Magisterial Court 25-3-02.

Theft From a Motor Vehicle

PORTER TOWNSHIP – On January 27, 2024, PSP Lamar responded to Hospitality Lane in Porter Township for a reported theft from a vehicle. The items stolen were a PA registration title, a spare key for a Chevy sedan, and an Xbox valued at $300.00. This investigation is ongoing.

Theft of Vehicle Parts

GALLAGHER TOWNSHIP – PSP Lamar is investigating a stolen license plate taken from a 2013 Chevrolet Silverado owned by a 73-year-old (M) victim. According to police reports, the theft took place on Sawdust Lane in Gallagher Township. The license plate was reported to have been stolen sometime between November 17, 2023, and January 14, 2024. Harassment/Physical Contact

CASTANEA – A verbal argument that turned physical took place on Grape Street in Castanea on January 26, 2024, at 11:55 p.m according to the report from PSP Lamar. Police arrested an individual identified as a 68-year-old male from Lock Haven. A Notice To Comply (NTC) was filed through District Court 25-3-01 as a result of the incident.

Vehicle Crash

LAMAR – PSP Lamar responded to a crash that occurred on I-80 East at mile marker 179.6 in Lamar Township on January 26, 2024. Jacob Cantando, 20, of Blooming Glen, PA was traveling in the far left lane when his vehicle left the highway and struck a guide rail. The vehicle then slid across the two lanes of traffic and came to a final rest on the right berm. The vehicle sustained disabling damage and no injuries were sustained as a result of the crash.

Cruelty to Animals

PORTER TOWNSHIP – PSP Lamar responded to a report of a dog being shot at on Jacksonville Road in Porter Township on January 26, 2024, at 1:44 p.m. Through investigation, police determined that the dog had recently killed numerous chickens. The investigation into this matter is ongoing.

Vehicle Crash

BALD EAGLE TOWNSHIP – On January 25, 2024, at 9:42 p.m., a crash occurred on US 220 S. in Bald Eagle Township. Michael Kline, 21, of Jersey Shore, was traveling south in a 2009 Nissan Altima when he negotiated a slight right bend in the roadway and struck a guard rail. Following the initial impact, the vehicle then traveled in a northern direction across both lanes before leaving the roadway. The vehicle came to a final rest off of the right berm facing west. Kline was wearing a seatbelt during the crash and reported no injuries.

Harassment/Physical Contact

WAYNE TOWNSHIP – On January 24, 2024, at 11:21 p.m., PSP Lamar responded to Eyer Lane in Wayne Township for a report of harassment involving physical contact. According to the police report, a 16-year-old female from Lock Haven was arrested as a result of the incident. A Notice To Comply (NTC) was filed through Magisterial District Court 25-3-01.

DUI

WAYNE TOWNSHIP – PSP Lamar initiated a traffic stop on McElhattan Drive on January 22, 2024, for traffic violations and upon investigation, it was determined that Alan Woodhouse, 68, of Lock Haven, was under the influence of alcoholic beverages. Chemical testing was consented and charges are pending lab results.

Criminal Mischief (Under $1,000)

PORTER TOWNSHIP – According to reports made by PSP Lamar, a 38-year-old male from Lamar was arrested after damaging and/or vandalizing the windshield of a 2001 Dodge Ram 2500 owned by a 52-year-old female of Mill Hall on January 22, 2024, at 9:17 p.m. on Jacksonville Road in Porter Township. The damage is valued at $427.80 and charges for the incident are pending.

Hit and Run

PORTER TOWNSHIP – On January 21, 2024, at 12:12 p.m., a crash occurred in the Flying J commercial vehicle parking lot located at 5609 Nittany Valley Drive. Phal Peach (M), 53, of Houston, TX, was driving a 2016 Freightliner Cascadia when he sideswiped a 2024 Volvo VNL860 while it was legally parked by Mensik Vladimir (M), 53, of Tampa, FL. Peach fled the scene but was later identified. Minor damage was reported in the crash but no towing was required. No injuries were reported as a result of the incident.

Retail Theft

BALD EAGLE TOWNSHIP – PSP Lamar Troopers were dispatched to Walmart in Mill Hall for a reported retail theft on January 20, 2024, at 4:59 p.m. Andrea Falco (M), 42, of Fairfield, CT was taken into custody and received a non-traffic citation for retail theft as a result of the incident. The merchandise stolen was a microwave oven, trash can, desk lamp, storage container, notebook, candle, shower curtain liner, and a bottle of bleach, totaling $95.36.

Commercial Vehicle Crash

LAMAR – PSP Lamar responded to a three-vehicle crash that took place on I-80 West in Lamar on January 16, 2024. According to police reports, Daniel Newberry, 40, of Lock Haven was driving a 2012 International Harvester Pro Star when he noticed that traffic was preparing to stop in both lanes on Interstate 80 West near mile marker 182 in Lamar Township. Verne Exquiel, 28, of Oakland Park, FL, was traveling behind Newberry in a 2020 Freightliner Sprinter and moved into the left lane to avoid striking the rear of Newberry’s vehicle. Both vehicles had almost come to a complete stop when a 2024 Peterbilt 389 driven by Max Jewell, 68, of Thetford, VT, became unable to slow down. Jewell attempted to drive into the right berm to avoid striking Newberry, but due to weather conditions and stopped traffic he lost control of the vehicle which caused him to slide into Newberry’s International Harvester. Newberry then slid into the Freightliner Sprinter driven by Exquiel, pushing all three vehicles off of the road and into the grassy median. As Jewell’s Peterbilt was heading towards the median, it also struck the front bumper of the Freightliner Sprinter. All vehicles sustained disabling damage and were towed from the scene by Eagle Towing. No injuries were reported.

Theft/Bad Checks

GREENE TOWNSHIP – PSP Lamar was dispatched to Bressler’s Towing on East Valley Road in Loganton on January 15, 2024, at 3:13 p.m., for a report of a bad check. Upon investigation, it was determined that Michael Rote, 66, of Lewisburg, passed a check for $7,000.00, which was returned twice for insufficient funds. Charges were filed through Magisterial District Court 25-3-02.

Theft by Deception/Impersonation

BEECH CREEK – PSP Lamar was contacted by Sabrina Rodriguez, 42, of Beech Creek, on January 12, 2024, to report that she had been scammed via Facebook Marketplace. A total of $100 was stolen from Rodriguez via Venmo according to police reports, and the investigation is ongoing.

Firearm Sale/Transfer

AVIS – According to reports made by PSP Lamar, a prohibited person attempted to purchase a firearm at 510 Fairview Street in Avis on December 24, at 10:22 a.m. This investigation is ongoing.
