City council moves forward with water rate increase process
LOCK HAVEN, PA – Lock Haven City Council Monday night approved the parties to pursue the city’s first water rate increase in more than a decade. Council hired Eckert Seamans for legal services in filing for a water rate increase to the state Public Utility Commission not to exceed $248,850 without council’s approval. Also okayed was an agreement with Raftelis Financial Consultants for financial services in the PUC matter, the cost not to exceed $38,190. City Manager Greg Wilson said the expenditure would cost about $100 a year for city customers. The city hopes to make its request to the PUC in January of next year.
Council approved a request from The Old Corner to close a portion of Grove Street from Memorial Day to Labor Day on Fridays and Saturdays next year. Owner Shaun Dale said he was making the request now as he plans “better entertainment” for music he provides on Grove Street adjacent to The Old Corner.
Council member Richard Morris voted against the closure. He noted outdoor dining was approved during the COVID pandemic but indicated now such a closure would give an organization a “competitive advantage” over other businesses. Mayor Joel Long abstained from the vote, noting he plays in a musical group that has performed on Grove Street. Council member Rick Conklin said it was suggested to him that the concerts at The Old Corner might be relocated to a portion of the municipal parking lot adjacent to the building but went along with his fellow council members in the Memorial Day to Labor Day approval for Grove Street.
There was also some discussion that the Grove Street shows be scheduled in coordination with other organizations presenting music in the downtown over the summer, so there is no overlap.
