Woodward Township police charge township couple with endangering welfare of child

DUNNSTOWN, PA – Woodward Township police on Wednesday said Elizabeth Ann Kephart and Michael Thomas Kephart were arrested on Tuesday and charged with endangering the welfare of children, a second degree felony.

Police allege the couple failed to provide proper medical and dental care to a child to the extent it caused a severe infection to the child’s mouth and neck which they said could be life threatening and which may require surgery.

Police said both Kepharts were taken into custody and transported to the Clinton County Correctional Facility for video arraignment and released on $1,500 bail to await further court proceedings.
