Lock Haven Police Department News:
Resisting Arrest or Other Law Enforcement/Obstructing Administration of Law, Etc.
On November 15, 2025, around 8:35 p.m., Lock Haven City Police responded to a report of a suspected intoxicated driver near the intersection of Bellefonte Avenue and Irwin Street. Officers located the vehicle matching the description at the 7-Eleven located at 840 Bellefonte Avenue, where they found the engine still running and the driver, Tevin Pittinger, behind the wheel. Officers reported detecting the odor of alcohol, and Pittinger refused to exit the vehicle or provide identification. At one point, he allegedly attempted to shift the vehicle into gear, further resisting efforts to remove him. Police were eventually able to apprehend Pittinger on suspicion of Driving Under the Influence (DUI).
Due to his refusal to undergo chemical testing, Pittinger was subsequently charged with Resisting Arrest or Other Law Enforcement (misdemeanor of the second degree), Obstructing Administration of Law or Other Governmental Functions (misdemeanor of the second degree), Disorderly Conduct (misdemeanor of the third degree), and Driving Under the Influence of Alcohol or Controlled Substance (misdemeanor).

Wrecklessly Endangering Another Person
On November 25, 2025, at 12:52 a.m., Lock Haven City Police responded to a carbon monoxide alarm on Green Street, where they found an unresponsive individual who was later identified as James Newman III. Upon arrival, officers encountered Newman, who was heavily intoxicated and hindering emergency responders’ efforts to address the carbon monoxide issue and provide him with medical attention. The investigation revealed that Newman had been working on motorcycles in his garage with the door closed, leaving the engines running. This caused the carbon monoxide to seep into the residence, putting two people at risk. The levels were deemed potentially life-threatening. Newman was subsequently charged with Recklessly Endangering Another Person, a misdemeanor of the second degree. All persons are considered innocent until proven guilty in a court of law.

Arrest for Violation of Protection From Abuse (PFA) Order
On November 30, 2025, Lock Haven City Police investigated a reported violation of a PFA Order. The victim reported that he was in his apartment when he heard loud knocking at the door. Upon opening it, Lisa Polcyn, the individual listed on the PFA order, began yelling at him. A witness confirmed the victim’s account of what had happened. As a result, Polcyn was arrested and charged with violating the PFA Order.

Juvenile, Simple Assault/Disorderly Conduct
The Lock Haven City Police Department investigated a reported assault that occurred on a Keystone Central School District bus near Maple Street and Youngs Avenue on November 25, 2025. According to the investigation, a 13-year-old male allegedly struck an 11-year-old male multiple times, causing injuries to the victim’s arm and torso. As a result, the 13-year-old male is facing charges of Simple Assault (M2) and Disorderly Conduct (S).

Terroristic Threats/Disorderly Conduct
On November 27, 2025, at 3:41 p.m., Andrew W. Batschelet allegedly intimidated three individuals, including a juvenile, at Weis Markets located at 315 W. Bald Eagle Street in Lock Haven. Witnesses reported that Batschelet engaged in a heated verbal dispute with the victims, repeatedly yelling for his spouse to bring him a gun from his vehicle. Furthermore, Batschelet made gestures suggesting he was reaching for a firearm in his waistband. As a result, Batschelet faces charges of Terroristic Threats (M1) and Disorderly Conduct (S).

Aggravated Assault/Resisting Arrest/Terroristic Threats/Disorderly Conduct
On November 15, 2025, at around 12:32 a.m., Lock Haven City Police responded to a report of a person actively damaging property at 4 N. Henderson Street. The caller identified the suspect as Tylar Titus. Upon arrival, Titus was nowhere to be found. Shortly after, a person matching the suspect’s description was observed when leaving the scene. When officers tried to approach, the individual refused to stop and walked away into a nearby wooded area near South Hanna Street. Officers located Titus in the woods, where he was holding an object resembling a knife. Despite being instructed to put it down, Titus continued to walk into the woods, making threatening statements. He eventually exited the woods, still refusing to follow officers’ instructions, and pulled out a knife, advancing towards an officer. Titus was taken into custody and charged with Aggravated Assault (felony of the first degree), Resisting Arrest or Other Law Enforcement (misdemeanor of the second degree), Terroristic Threats (misdemeanor of the first degree), and two counts of Disorderly Conduct (both summary offenses).

Driving Under the Influence – High Rate
On November 7, 2025, at approximately 2:23 a.m., Lock Haven City Police responded to a vehicle accident at the intersection of W. Fourth Street and Spring Street. Upon arrival, officers discovered a blue Ford hatchback had collided with a legally parked vehicle, and the driver was initially absent from the scene. However, while waiting for a tow truck, the driver, identified as Landon McGrath, returned to the area and approached the officers. During their conversation, the officers detected the smell of alcohol. Following an investigation and subsequent testing, McGrath was arrested on suspicion of Driving Under the Influence (DUI) and charged with two ungraded misdemeanors: Driving Under the Influence of Alcohol or Controlled Substances and Driving Under the Influence – High Rate. All persons are considered innocent until proven guilty in a court of law.
