Offenses Charged:
Shawn Mincer, 28, and Bethany Lehman, 29, both of Lock Haven, were arrested for Aggravated Cruelty to Animals, Cruelty to Animals, and Neglect of Animals. Mincer and Lehman had four dogs that were found to be malnourished and with multiple other issues due to lack of care.
Hailey Gillott, 21, Lock Haven, was arrested for Intimidation of Witnesses or Victims and Retaliation Against Witness or Victim. On March 20, 2025, at approximately 12:40 p.m., Gillott sent multiple messages to a victim threatening her with physical harm. Gillott then chased the victim into her apartment.
Jody Geyer, 53, Lamar, was arrested for Forgery and Theft by Deception. On April 1, 2025, at approximately 7:45 p.m., Geyer used a counterfeit $100 bill to purchase items at the Lucky 7 Travel Plaza.
Katelyn Smith, 31, Lock Haven, was arrested for Furnishing Drug-Free Urine. On April 11, 2025, at approximately 11:50 p.m., Smith attempted to use another person’s drug-free urine to pass a urinalysis test for Clinton County Adult Probation.
Conner Wagner, 21, of Lock Haven, was arrested on two separate occasions for violating a Protection from Abuse (PFA) order. On April 13, 2025, at approximately 3:00 p.m., Wagner contacted the victim—who is identified as a protected party under the PFA order—by phone, thereby violating the terms of the order. On April 14, 2025, between 1:00 a.m. and 12:30 p.m., Wagner again violated the order by calling and texting the victim multiple times.
Gwen Ardner, 41, Avis, was arrested for Furnishing Drug-Free Urine. On April 15, 2025, at approximately 11:00 a.m., Ardner attempted to use another person’s drug-free urine to pass a urinalysis test for Clinton County Adult Probation.

Renovo Police Department News:
Motor Vehicle Crash
On April 16, 2025, Renovo Police investigated a one-vehicle crash that occurred around 1:54 p.m. on SR-120 (Renovo Rd) just north/west of Goodlings Lane in Chapman Township. Jolene Keener, 40, of Renovo, was driving a 2006 Cadillac STS north/westbound on SR-120 when she drove off the roadway into a ditch and a field. The vehicle sustained moderate damage but was driven from the scene. No injuries were reported as a result of the crash. Keener was cited for driving on roadways laned for traffic through Magisterial District Court 25-3-03.
