Lock Haven Police Department News Release:

Incidents:
Theft – On July 14, 2024, between 8:00 p.m. and 8:45 p.m., a black electric scooter was stolen from the backyard of a residence in the 100 block of W. Bald Eagle Street.

Theft – On July 15, 2024, at approximately 11:30 p.m., a leaf blower and a weed eater were stolen from the garage of a residence in the 800 block of W. Bald Eagle Street.

Crash – On July 19, 2024, at approximately 3:00 p.m., there was a vehicle crash at the intersection of N. Grove Street and E. Church Street when one vehicle traveling south on N. Grove Street turned into another vehicle that was traveling northbound on N. Grove Street. Both vehicles were towed from the scene.

Crash – On July 19, 2024, at approximately 4:40 a.m., there was a three-vehicle crash in the 100 block of N. Fairview Street. A driver struck the back of a legally parked vehicle, pushing it into another vehicle that was also legally parked. Two of the vehicles were towed from the scene.

Hit and Run – On July 19, 2024, between 4:30 p.m. and 10:30 p.m., a vehicle parked on N. Vesper Street was struck, causing damage to the front bumper. No information was provided by the other person.

Hit and Run—On July 21, 2024, between 8:00 a.m. and 11:15 a.m., a vehicle parked in the Dunkin Donuts parking lot was struck by another vehicle. The other person did not provide any information.

Crash – On July 22, 2024, at 10:35 a.m., there was a two-vehicle crash at the intersection of E. Church Street and N. Jay Street. One vehicle was stopped behind another vehicle at the red light on E. Church Street when the driver’s foot slipped off the brake and struck the vehicle in front of it.

Crash – July 26, 2024, 4:00 p.m., there was a two-vehicle crash in the 10 block of Susquehanna Avenue. One vehicle was following another vehicle when it slowed down to make a turn, causing a rear-end collision before one of the vehicles then struck a retaining wall.

Criminal Mischief – On July 27, 2024, between 12:30 p.m. and 3:15 p.m., the rear window of a vehicle parked in the 700 block of Bellefonte Avenue was broken.

Offenses Charged:

Bradley Fields, 38, Jersey Shore, was arrested for DUI. On July 6, 2024, at approximately 2:00 a.m., Fields was involved in a motor vehicle accident where the vehicle rolled over in the 800 block of E. Water Street. While officers were investigating the accident, Fields was found to be intoxicated.

Ivan Englert, 23, Lock Haven, was arrested for Theft and Unauthorized Use of a Motor Vehicle. On July 9, 2024, at approximately 4:30 p.m., Englert took his girlfriend’s vehicle without her consent after an argument. The vehicle was later located in the 10 block of E. Logan Street.

Renovo Police Department News:

Renovo Police have arrested 30-year-old Jeffrey Haines, Jr., stemming from an incident that occurred on August 1, 2024, at 7:49 p.m. along Renovo Road in Chapman Township. Haines was stopped for driving 75 mph in a 35 mph zone and having no license plate on the vehicle. He was found to have 29 warrants for his arrest from several counties in Pennsylvania. Haines was found to have a suspended license due to a prior DUI and numerous prior convictions for driving with a suspended license, and he had no residence address. Haines was taken into custody and committed to the Clinton County Correctional Facility in lieu of $1,000 bail after arraignment on August 2, 2024.

Renovo Police have arrested 52-year-old David A. Bartles, of Renovo, stemming from an incident that occurred on June 18, 2024, between 5:15 p.m. and 5:20 p.m. in the 300 block of Huron Avenue in Renovo. Bartles is alleged to have exited his house with a Taser-type weapon and immediately began chasing a victim down the street with it. A fight ensued in the middle of the street, causing traffic disruption. The victim was struck several times with the electric weapon. Bartles was arrested on August 2, 2024, arraigned on August 3, 2024, and released on $25,000 unsecured bail.

The Pennsylvania State Police arrested Richard Ardel Fisher on Saturday, August 3, 2024, after a bench warrant was issued for his arrest on Tuesday, July 2, 2024.
