Lock Haven City Police News Release:
Crash – On February 12, 2024, a trailer backing into a driveway in the 200 block of W. Bald Eagle Street struck another vehicle that was parked along the street.
Hit and Run – Between February 16, 2024, at approximately 11:00 a.m. and February 17, 2024, at approximately 9:30 a.m., a sign was struck in the parking lot of 4 N. Henderson Street.
Theft – Between February 19, 2024, at approximately 8:00 p.m., and February 20, 2024, at approximately 5:00 a.m. a bike and a scooter were stolen from the common area of the Lock Haven Gardens located on the 600 block of E. Bald Eagle Street.
Crash – On February 20, 2024, at 7:45 a.m., there was a two-vehicle crash in the area of Irwin Street and W. Fourth Street. A vehicle turning from W. Fourth Street onto Irwin Street hit an oncoming vehicle due to frost obstructing the driver’s view of the roadway. Both vehicles were towed and minor injuries were reported.
Hit and Run – On February 22, 2024, at 8:30 p.m., police discovered that a sign had been struck by a vehicle in the area of 200 Bellefonte Avenue.
Criminal Mischief – On February 25, 2024, at approximately 8:30 a.m., officers responded to a business located on the 300 block of Third Avenue for a report of someone tampering with the building. Officers found that the actor(s) damaged one of the doors to the business.
Offenses Charged:
Jack Moore, 30, Lock Haven, was cited with Harboring a Dangerous Dog, Vaccination Required, and Confinement and Housing of Dogs. On February 14, 2024, at approximately 10:45 a.m., Moore’s dog escaped his fenced-in backyard and attacked another dog in the area of the 400 block of S. Fairview Street, causing the other dog to sustain injuries. Moore’s dog did not have updated rabies vaccines.
Tylar Titus, 40, Lock Haven, was arrested with Burglary, Criminal Trespass, Tampering with Physical Evidence, Theft, and Criminal Mischief. On February 16, 2024, at approximately 10:00 p.m., Titus kicked in the door of a business located on the 300 block of E. Main Street, causing damage to the door. He entered the business and stole items, and before leaving he wiped off the doorknob to remove any evidence from the door.
Aleah Shaffer, 21, Lewisburg, was arrested for Aggravated Assault, Strangulation, and Simple Assault. On February 17, 2024, at approximately 10:15 p.m., in the parking lot of 102 S. Liberty Street, Shaffer placed a victim in a choke hold for approximately two minutes. Shaffer then put her legs around the victim’s neck, applying pressure both times to the point that the victim had difficulty breathing.

Renovo Police Department News Release:
On February 22, 2024, Renovo Police charged 45-year-old John J. Brumm, currently of Renovo, with Receiving Stolen Property for possessing a stolen license plate on a vehicle. According to police reports, Brumm had taken the license plate off of another parked vehicle. Police were able to seize the license plate and return it to the owner. Charges are filed in District Court 25-3-03.
