Vehicle Crash
PORTER TOWNSHIP – PSP Lamar responded to a two-vehicle crash on January 30, 2024, that took place on Nittany Valley Drive at its intersection with the I-80 West ramp. Joy Clester, 52, of Mill Hall, was stopped at a red light when another vehicle behind her driven by Wayne Brininger, 53, of Lamar, struck the rear of her vehicle. After impact, both vehicles came to a controlled stop on the right shoulder of Nittany Valley Drive, both facing south. Clester sustained suspected minor injuries and was transported to UPMC-Lock Haven for further evaluation. Both vehicles sustained functional damage and Brininger was cited with PA VS 3310 “Following too Closely”.
Drug Possession
LAMAR TOWNSHIP – Trooper Hall of PSP Lamar stopped a 2021 Toyota after observing traffic violations on January 30, 2024. Upon investigation, it was determined that the driver, identified as a 56-year-old female from East Liverpool, OH, was driving under the influence and possessed a controlled substance. Charges will be filed through District Court 25-3-02 according to police reports.
DUI
BALD EAGLE TOWNSHIP – PSP Lamar initiated a traffic stop near 1st Street in Bald Eagle Township on a 2004 Ford F-150 XLT driven by Scott Green, 51, of Mill Hall, on January 29, 2024, after witnessing numerous traffic violations. Upon investigation, it was determined that Green was under the influence of alcohol. Chemical testing was consented to and charges are pending toxicology results.
Vehicle Crash
GREENE TOWNSHIP – On January 29, 2024, PSP Lamar responded to a crash that took place on I-80 West near mile marker 193.2. The crash occurred when Singh Major (M), 24, of Carteret, NJ, reportedly got a flat tire on the front driver’s side of the 2015 Volvo he was driving, causing him to swerve across the left passing lane and off the south side of the roadway. The vehicle traveled down an embankment and into the wooded median, striking multiple trees before coming to a final rest approximately 60 yards off the south side of I-80 West. Major’s vehicle sustained disabling damage and was towed by Bressler’s Towing. No injuries were sustained as a result of the crash. Sugar Valley Fire Department and PennDOT assisted on the scene.
DUI
PINE CREEK TOWNSHIP – PSP Lamar initiated a traffic stop on Woodward Avenue in Pine Creek Township on January 26, 2024, at 11:22 p.m. Upon investigation, it was determined that the driver, Jason Myers, 42, of Jersey Shore, was driving under the influence. Chemical testing was consented to at Geisinger Jersey Shore and charges are pending lab results.
Theft/Crime By Deception
GALLAGHER TOWNSHIP – PSP Lamar responded to a reported theft of $600 in virtual currency from a 64-year-old male that took place on the Coudersport Pike in Gallagher Township on January 24, 2024. The investigation into this matter is ongoing.
Firearm Not To Possess
CHAPMAN TOWNSHIP – On January 22, 2024, PSP Lamar served a search warrant related to a Corruption of Minors investigation on a 59-year-old male residing on Mobile Home Lane in Chapman Township. According to police reports, Lamar troopers discovered several firearms inside the home while there. The homeowner/resident is not legally allowed to possess firearms due to a previous Mental Health Act 302 Involuntary Commitment and was charged with a firearm violation through District Court 25-3-03.
Vehicle Crash
WOODWARD TOWNSHIP-On 1-15-2024 Township Police were called to a motor vehicle accident on Woodward Avenue and found one of the drivers to be LOUGUENS HILAIRE who was driving a 2007 BMW X3. While investigating the accident officers discovered that the vehicle’s paperwork, license plate and inspection stickers were all fraudulent and HILAIRE didn’t have a drivers license.
After finishing investigation, HILAIRE was charged with 11 offenses including: Altered, Forged or Counterfeit Documents and Plates; Fraudulent Use or Removal of Registration Plate; Required Financial Responsibility; Investigation By Police Officers; Driver’s Required To Be Licensed; Registration and Certificate of Title Required; Operation of Vehicle Without Inspection and Violations of Use of Inspection Certificate and a warrant was issued for HILAIRE.
On 1-30-2024 HILAIRE was taken into custody on the outstanding warrant and arraigned before District Judge Kibler. Bail was set at $2,500.00 unsecured and HILAIRE was released to await further court proceedings.

LOCK HAVEN POLICE RELEASE January 29, 2024
Theft from vehicles – Between January 26, 2024, at 9:00pm and January 28, 2024, at 11:00am, three different vehicles were entered in the 600 and 700 blocks of E. Bald Eagle St. Multiple items and cash were stolen from the vehicles.
Samatha Levinson, 35, Lock Haven, was arrested for Theft. On January 12, 2024, at approximately 8:30pm, Levinson took a Samsung phone from a residence in the 100 block of Wert Ln. The phone was valued at $1000.
A 14-year-old female and a 15-year-old female were cited with Disorderly Conduct. On January 13, 2024, at approximately 6:00pm, the two juveniles were engaged in a fight at the Tiger’s Den Park.
Dominick Fisher, 18, Lock Haven, Cameron Yost, 18, Mill Hall, and a 15-year-male, Lock Haven, were arrested for Loitering and Prowling at Nighttime, Disorderly Conduct and Simple Trespass. On January 22, 2024, between 11:25pm and 11:45pm, the three males were loitering around and inside of 5 W. Main St, pounding on different apartment doors.
Aften Vinson, 38, Lock Haven, was cited with a violation of Lock Haven City Ordinance for Curfews. Vinson allowed her 15-year-old son out after curfew after previously receiving a curfew warning for this.
