LOCK HAVEN, PA – The formal ribbon-cutting for the Lock Haven Skate Park at Hoberman Park is set for 3 p.m. Thursday, but skateboard enthusiasts got a jump start earlier in the day at the new facility off Park Street in Lock Haven.
