First Quality Expansion Fill Needs: Central Mountain High School Complex Excavation Begins Next Week

BALD EAGLE TOWNSHIP — The next phase of providing 600,000 cubic yards of fill to First Quality Tissue is to begin as soon as next week northwest of Central Mountain High School.

First Quality needs the fill to elevate a portion of its Castanea Township site above the 500 year flood plain to provide the base for a third tissue manufacturing facility. The Keystone Central School District earlier this year gave approval for excavation from a woodland site beyond Malinak Stadium off Keystone Central Drive.

Contractor Glenn Hawbaker has been using a site south of Webbwood in Woodward Township until recently and will begin a similar effort in early April at the school district location in Bald Eagle Township. The resulting cleared site near the high school is to ultimately be the home for the Central Mountain baseball team which now plays its home games at Mill Hall Community Park.

In preparation for the heavy volume of truck traffic expected to soon begin, the school district has announced a significant change in traffic patterns at Central Mountain, effective this Thursday.

The following release from the school district details the traffic revisions:
Central Mountain High School Route Changes; Effective March 30, 2017
It is anticipated that the Keystone Central Drive site excavation performed by Glenn Hawbaker Construction Company will begin between April 3 and April 10, 2017. The contractor will be excavating, loading, and transporting earth from above Don Malinak Stadium.

Trucks will be using Keystone Central Drive and heavy truck traffic is expected Monday through Friday, 7:00AM until 6:00PM.

In an effort to provide a safe entrance and exit from Central Mountain High School for our students, staff, and visitors, Keystone Central School Resource officers and CMHS Administration will be implementing the following changes to traffic patterns.

Incoming traffic patterns will not be changed. However, it is recommended that you leave additional time in the morning for higher traffic at the Lusk Run red light and Keystone Central Drive.

Beginning Thursday, March 30, 2017 individuals that drive to school or provide a pick up at CMHS will be subject to the new dismissal traffic patterns upon leaving CMHS. These changes will be in effect for the rest of the 2016-2017 school year.

Parking Lot Re-Routes:
Lot C:
Students who park in Lot C will NOT be permitted to leave the parking lot and exit onto Keystone
Central Drive. Students are being instructed to wait until all buses have departed the school. Once buses have gone, students in Lot C will exit the lot by traveling down the bus loop (Lot B) to the far left of the lot, past the cafeteria.

Staff who park in Lot C are also advised to exit the lot using the bus loop.
Lot D (Upper Stone Lot):

Students parking in the Lot D will exit the lot by taking a left on Keystone Central Drive, turn
into the entrance of Lot B, and follow the bus loop to the far left of Lot B, past cafeteria.

After School Pick Up (Lot A):
Parents and family members who pick up their student(s) after school will drive into Lot A.
Parents will exit the lot onto Keystone Central Drive in the direction of their choice.

Faculty & Staff (Lot A):
Staff exiting Lot A will be encouraged to exit Lot A and turn right onto Keystone Central Drive. Staff are encouraged to enter Lot B and exit using the bus route to the far left, past the cafeteria.

We ask for your adherence and patience during this time and recommend allowing for additional travel time in both mornings and afternoons, to and from CMHS. Please travel with caution.
