New County Warden Hired, Introduced

LOCK HAVEN — It was good cheer all around as the Clinton County Commissioners today hired and introduced the county’s new warden for its correctional facility.

The new warden is John Rowley of Oakland, MD. Rowley and his wife Cindy were in attendance at today’s commissioners meeting as his appointment was approved on a 3-0 vote.

Rowley, a western Pennsylvania native, will begin his duties August 17. He comes to Clinton County from the Baltimore area where he had served most recently as warden of a state correctional facility. He has previous prison administrative work in western Pennsylvania and South Carolina.

The commissioners set his pay at $90,000 annually. His predecessor Jackie Motter, let go in June, was making $74,000 a year. The county had posted the salary at $59,123 when the vacancy was advertised but said the salary was negotiable. The commissioners noted that Rowley’s pay will not include health benefits; they are being provided through a previous employer.

Rowley addressed the meeting after his hire and said he looks forward to interaction with the law enforcement community, correctional facility personnel, families of inmates and the community.

He called the Clinton County opportunity “a great way to finish my career,” noting it brings him closer to his children and grandchildren.

All three commissioners were effusive in their praise of the hire and prison board member Judge Michael Salisbury indicated Rowley was at the top of his list as the board researched the 12 applicants.

Rowley is a graduate of Freeport High School and Geneva College.
