City of Lock Haven – Notice to Section 3 Businesses & Residents

As a grantee of Community Development Block Grant (CDBG), the City of Lock Haven is bound by the U.S. Department of Housing and Urban Development’s Section 3 guidelines which were developed to promote local economic development, neighborhood economic improvement, and individual self-sufficiency for low- and very low-income individuals and business concerns.

This notice is an invitation to businesses & residents to become certified by the City of Lock Haven as a Section 3 Business Concern or Section 3 Resident. As a certified Section 3 Business Concern you will be placed on a list and receive all bidding notifications for CDBG funded projects, and the list will be distributed to all contractors who are bidding on the City’s CDBG funded projects for consideration in award of subcontract opportunities. As a certified Section 3 Resident your name will be distributed to all contractors who are bidding on the City’s CDBG funded projects for consideration of employment.

Section 3 minimum numerical goals apply to any contractor who provides labor when a CDBG funded contract is greater than $100,000. The bidder must attempt to meet the minimum numerical goals of contracting at least ten percent (10%) of the total project construction cost to Section 3 business concerns.

A Section 3 Business Concern is a business:

1) That is 51 percent or more owned by Section 3 residents; or

2) Whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 residents, or within three years of the date of first employment were Section 3 residents; or

3) That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth in (1) or (2) above.

A Section 3 Resident means:

1) A public housing resident; or

2) An individual who resides in the City of Lock Haven or Clinton County, and who meets the household low- income limits listed below:

All businesses seeking this recognition must complete and submit a Section 3 Business Concern form. All residents located in the City of Lock Haven seeking this recognition must complete and submit a Section 3 Resident Employment Opportunity Data.
