City Council Okays Cooperative Police Agreement

LOCK HAVEN — Lock Haven City Council Monday night gave its approval to a cooperative police service agreement with Lock Haven University and Woodward and Pine Creek Townships. Approval followed a long discussion in regard to length of enactment.

The Cooperative Police Service Agreement is an agreement that will grant the Lock Haven Police department a more complete relationship with Lock Haven University’s police department, as well as the Woodward and Pine Creek Townships.

Council Member Ted Forbes, a retired LHU faculty member, was one of few who voiced his strong stance on whether or not the city should enact a five year agreement with Lock Haven University’s police department.

Forbes said, “We should see if we can modify the five year agreement with the university to meet that of the one year agreement we have with Woodward and Pine Creek Townships.”

There was some confusion and disorder during the discussion as to whether or not the two agreements should have the same renewal time of just one year.

Forbes indicated, “The two agreements are very well written and will help out a lot but it would be of some good to postpone the enactment of the University agreement until next meeting for further discussion.”

Richard Marcinkevage, City Manager said, “The police departments are already working together, but these agreements will allow for even more help at no further financial cost.”

After much discussion a majority of council members including Mayor Jonathan Bravard denied the motion to postpone the university and city relations for further discussion, and enact both the township and university Cooperative Police Service Agreements.
